Assignment Title: MHEWS SURVEY AND CONSULTATION OFFICER

The Government of Tonga has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP) and intends to apply part of the proceeds for consulting services for MHEWS Survey and Consultation Officer for the Project Management Unit (PMU).

The Consultant service (“the Services”) includes providing support to the Project with improving multi-hazard early warning system to communities, sectors and the general public, and obtaining feedback from users on the quality of services through public and sector specific surveys. It also includes collection of and dissemination of information relating MHEWS to the different stakeholder. The officer will work in close collaboration with Meteorology, NEMO and Geological Survey departments and the PMU.

The Consultant is expected to work full time for 1 year, with the possibility of extension subject to satisfactory performance.

The Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing their Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Shortlisting criteria are: Essential: i) A Degree in social sciences, information management, disaster management, multi-hazard early warning systems, information, communications, statistics or a related field; ii)At least five years of professional work experience in designing and conducting social  surveys related to disaster management  and early warning system as well as analysis; iii) Experience in communications, in particular the translation of technical information into understandable non-technical language for different media platforms; iv)Excellent communication and inter-personal skills are essential, including demonstrated ability to interact effectively with a broad range of stakeholders (e.g. women and youth at village level; the private sector; NGOs; government agencies; technical specialists, etc). v)Fluency in English (listening, reading, writing, speaking); familiarity of Tongan language and culture

Desirable: i) Previous experience with national and/or international development projects; ii) Previous experience with disaster risk reduction or multi-hazard early warning system communications.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July

2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Consultant Guidelines – Section V.
