The Government of Tonga has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP) and intends to apply part of the proceeds for consulting services for CIVIL ENGINEER for the Project Management Unit (PMU).

The Consultant service (“the Services”) includes provide technical support to the PREP Project Management Unit (PMU) in performing its contractual duties. The Engineer will a) provide onsite advice to the PMU on technical issues specifically on all aspects relating to civil/construction works (design, bid documentation, supervision, contract management etc), b) undertake site supervision and/or oversight of works, and c) review of technical documents, reports and TOR’s.

The Consultant is expected to work full time for 1 year, with the possibility of extension subject to satisfactory performance

The Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing their Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Shortlisting criteria are: Essential: 1. Applicant must have a degree in civil/structural engineering from a recognized University; 2. At least seven years work experience in a reputable construction organization or similar; 3. Experience in contract management and supervision; 4. Proven high level of personal integrity and commitment to national and international professional work ethics and standards

Desirable: 1. Member of a known professional Association 2. Familiar with World Bank guidelines/ and procedures; 3. Previous experience with donor funded operation such as W.B and ADB 4. Knowledge of W.B/ADB/Tonga procurement rules and regulations, or other international donors.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Consultant Guidelines – Section V.
