Assignment Title: INDIVIDUAL CONSULTANT – DESIGN AND SUPERVISION
(VAVA’U HOSPITAL AND SCHOOLS RETROFITTING)

The Government of Tonga has received financing from the World Bank toward the cost of the Pacific Resilience Program (PREP) and intends to apply part of the proceeds for consulting services for Individual Consultant – Design and Supervision for Vava’u Hospital and Schools Retrofitting
The Consultant will support the Project to carry out field condition assessment, appropriate materials testing, structural analysis and design, bid document preparation, bid evaluation support and construction supervision of:
- Structural repairs and cyclone resilience measures at Vava’u hospital;
- Structural repairs / retrofitting at a number of primary schools in Vava’u
The Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications (MEIDECC) now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing their Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Curriculum Vitae (should include a description of education and general qualifications, similar assignments, experience in similar conditions etc. and the names, business contacts and email addresses of three (3) referees).
The Shortlisting criteria are;
- should have a first degree in structural or civil engineering, and preferably a second degree in a related and/or specialist engineering discipline
- should have a minimum of fifteen years’ post-graduate experience, with at least five years in the design of reinforced concrete framed structures and structural timber design, and a minimum of one year’s construction supervision and contract administration experience. Some experience of designing and implementing repairs and/or retrofitting existing concrete and timber framed structures would be preferred.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Selection of Individual Consultant method set out in the Consultant Guidelines – Section V.
