Government gears up for new structural reform with enhanced corporate planning

11 January 2012. In anticipation of the Government's upcoming restructuring of a number of its Ministries in the coming months, the Ministry of Finance and National Planning concluded a two-day workshop today on enhanced corporate planning.

Corporate Plans are very important tools to improving Government's key objectives and goals for its reform programs.

The workshop did not only reinforce the importance of preparing corporate plans, providing clear range of ideas and guidelines for preparing such documents, but also discussed priorities and decisions for improving public services internal processes and systems.

In order to achieve the aim that the Government's streamlining of functions will have a more effective, efficient and affordable public service, the workshop, in essence, also sought input from the perspective of Chief executives and senior government officials with responsibility for corporate and human resources services that is of strategic importance for improving the processes.

Government's Working Group on Government Structural Reform (WGGSR) are working together with development taskforce teams at the Ministry of Finance and National Planning, to ensure that there is phased improvements to the Corporate plans before the reform.

They also have the responsibility to ensure that plans made to achieve relevant objectives are followed through and adequate control systems put in place to regularly review the extent of accomplishment during the implementation phase.

The Corporate Plans is of strategic importance as it will align with the plans of all stakeholders including regional and district plans at sectoral level and fulfilling the nation's goals under the Tonga Strategic Development Framework (TSDF). CP will offer clear guidance to a three-year rolling Medium Term Budget Framework and a basis for key indicators for effective performance management systems.

Each Ministry is expected to their corporate plans for the Financial Year 2012-2013 by the end of January this year.

Next month in February, during the processes of implementation of the restructuring of government ministries, individual structures and human resource requirements will be addressed, with the first submission of Budgets by each Ministry to be made by the end of March.

By April 2012, corporate plans together with budgets and legislative changes for the restructuring process are expected to be completed, considered by Cabinet and endorsed for launch in July 2012.
